condoms - can flavoured ones be used for penetrative sex?

The basic answer is yes, but only if the condom carries a European CE mark which shows that it is safe and has been properly tested.
Also, it is important to check that the condom has not gone "out of date" (check the expiry date on the packet). The type of flavoured condoms that it is safe to use should be the same as a normal condom but with added flavouring. If in doubt stick to the well known brands that clearly show the CE mark. Avoid using novelty condoms as these are sometimes not properly tested.
It is important you use approved condoms as they can protect you and your partner against many sexually transmitted infections (STIs) including HIV, and help prevent unplanned pregnancy.
