you know before the whole world was starting to have police forces
starting from within france in the year 1667 we had authorities that could've been used by
their leaders for war so why by the time we had police did every nation in the whole world
still have militaries they must have known that none of them could threaten each other if
none of them had 1

As you state in your email the first police force comparable to present-day police was
established in 1667 under King Louis XIV in France. Police forces where established to
maintain public order, enforce the law and later to protect property, rather than to defend
the country from outside threats. Therefore a police force provides law and order within a
country, whereas military forces deal with external threats.
The reason that countries have maintained military forces is due to insecurity and a lack of
trust as to their neighbours intentions. Unfortunately war is waged for a variety of reasons
such as gaining resources, wealth and territory or for ideological or religious dominance.
Groups of men have waged war as long as mankind has been capable of organising a
fighting unit. Your enquiry poses an interesting philosophical dilemma, but the facts seem
to bare out that man is by nature war like and groups wish to maintain dominance over
other groups. So this is why one group has always, through history, sought to be
dominant over another group, by waging war. They did not think from the perspective that
you suggest - if no one had military expertise then no one group could be dominant over
another.
And police force evolved to maintain order within groups.
